The scheme, costing some $309 million, would include installation and instruction on how to use them.
"The secret to getting back into surplus is to stop spending so much money. All it has done in the last five days is announce expenditure," Mr Hockey said.
Asked whether he would support the set-top box initiative, Mr Hockey said he wanted to see the context of the measure.
"I don't know if there is a warehouse full of these set-top boxes for people, I don't know," he said.
"But what I do know is, in the days before the budget, they are announcing another $300 million."
