Every state has laws against cruelty towards animals. I believe she was simply explaining that they might differ slightly from state to state.

I know it may seem odd, but the states were supposed to govern themselves while the federal government was mainly for military matters and constituational decisions. The great depression of the 1930's changed that when the feds began to govern more out of necessity. And once that happened the feds have taken more and more control. In some instances its a good thing, in some bad.

What can you do? Things change.

states they are legal. 


What the **** has slot machines got to do with living, breathing warm fluffy puppies?

I imagine cruelty to humans and murder has the same laws in each state so why shouldn't the same treatment be given animals?

Your comparison between slot machines and puppies was a definite apple and orange comparison.
