That was Hitler's idea also and that is why he created "the Hitler Youth"...so it isn't a "new" idea by a long shot. actually, it is a great idea. Traditionally when I went to public school, we weren't required to do any voluntary but Catholic school kids were required to do voluntary work. Now, it will get the youth out and about and mingling, which is always a good thing, but in the past years, there has been a slump in community work to our detriment, I believe. There are pros and cons to ideas and this one is no different. It will be good to teach youth a strong work ethic as the aging population need help and the paid workers in that industry are over-worked, under-staffed, hence clients are very neglected. If it involves humanitarian activities like visiting the nursing homes for the elderly and running errands, it will be a good thing ....but if it involves "labour" then that can be a trickier area, for instance, what happens if they're injured doing a manual job?....who is gonna pay "compensation" if there is an accident?.... the other thing is, people might not trust the youth to 1. do a proper job, or 2. steal from them... retirees are usually still "working".....a lot of them are offering free child minding for their grandchildren... the whole exercise could work....give it a shot!!
